This is a Department of Defense (DOD) interest computer system. All DOD computer systems are subject to monitoring at all times to ensure proper functioning of equipment and systems, including security devices, to prevent unauthorized use and violations of statutes and security regulations, to deter criminal activity, and for other similar purposes. If monitoring of this or any other DOD computer system reveals possible evidence of violations of criminal statutes, this evidence and any other related information, including identification about the user may be provided to law enforcement officials.

What is FBCB2?

Force XXI Battle Command Brigade and Below is a software and hardware system that extends the battlespace from the traditional line of sight data provided either visually or by radio to an extended range with broadcast entity messages and automatic posting to map display and continuously updates a common picture of the battlefield. Making the force smarter with better situational awareness and improved command and control capability.

Combat Identification (CID) is
" The process of attaining an accurate characterization of detected objects in the operational environment sufficient to support an engagement decision." - JP 3-0, Joint Operations

Situational Awareness (SA) is a ".general knowledge of the dynamic, operational, and tactical situation and the events occurring on the battlespace." within their area of responsibility. -JROC Approved CID MA ICD

Target Identification (TI) is ". is the accurate and timely characterization of detected objects on the battlefield as friendly, neutral, enemy. A failure in this process results in the characterization of an object as unknown. Charter

The TCM reporting to the TRADOC Commanding General will perform as the Army's centralized manager for all combat developments user activities associated with Platform Battle Command (PBC) and Combat Identification (CID) mission areas. TCM PBC/CID will coordinate with applicable combat developers, training developers, material developers, testers, MACOMs, and DA Staff on issues impacting capabilities documentation and development, funding, test and evaluation, training, fielding and integration of Doctrine, Organizations, Training, Material, Leadership and Education, Personnel, and Facilities (DOTMLPF) solutions. The TCM is the user advocate and counterpart to Program Manager (PM) Force XXI Battle Command Brigade and Below (FBCB2) and PM Target Identification and Meteorological Sensors.

The TCM will ensure associated deliverables are developed along timelines to meet system/capability milestones. The TCM will represent the user at forums and manage DOTMLPF activities for assigned systems/capabilities. The TCM is assigned capability development and management objectives at Annex A

The TCM, by means of this charter, is hereby delegated the full-line authority of the TRADOC Commanding General for the centralized management of assigned systems and capabilities.

This appointment will remain in effect as long as the TCM is assigned unless his responsibilities are modified or his office is terminated by direction of the TRADOC Commanding General.

ROC-V is day optics and thermal sight training program developed by Communications - Electronics Research, Development and Engineering Center Night Vision & Electronic Sensors (CERDEC NVESD) in support of 2nd Generation Forward Looking Infrared (FLIR) programs. This computer-based, multi-media training program can be tailored to serve as an individual tutorial, collective trainer and standardized testing tool at individual, institutional and unit levels.

ROC-V helps Soldiers learn to identify the thermal signatures of combat vehicles through the use of an interactive curriculum that teaches the unique patterns and shapes of vehicle "hotspots," and overall vehicle shapes and characteristics. ROC-V also provides Soldiers with practical experience in the use of their thermal sensor image controls. Through the use of virtual sight controls, Soldiers learn to effectively adjust their thermal image to find targets and bring out their thermal ID cues

Joint Forces Command, All Services Combat Identification Evaluation Team (ASCIET) (now the Joint Fires Integration and Interoperability Team) evaluated ROC-V as a joint training aid during the ASCIET 1999 field experiment. Results led ASCIET to recommend ROC-V as a joint service combat ID tool. JFCOM, Commander, JFIIT sponsored the NVESD to develop ROC-V 9.0. New features of ROC-V 9.0 include higher resolution imagery, a larger vehicle set including helicopters, USMC vehicles, JCIMS equipped vehicles, STRYKER, expanded tactical vehicle descriptions, occluded target views, samples of vehicle sounds, and a completely separate "Iron Sight" day view version. The day view version teaches visible target ID using ROC-V teaching principles. Both of these trainers support USA TRADOC training/testing of the Soldiers Manual Common Task (SMCT), Skill Level 1 task, Identify Combat Vehicles, 071-730-0014.
