Board of Visitors
The Western Hemisphere Institute for Security Cooperation (WHINSEC) Board of Visitors (BOV) is a non-discretionary Federal Advisory Committee required by statute. It is established under the provisions of section 2166 of title 10, United States Code (U.S.C.), as amended, and the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended). The 14-member Board includes members of the Senate and House Armed Services Committees, representatives from the Department of State, U.S. Southern Command, U.S. Northern Command, the U.S. Army Training and Doctrine Command, and six members designated by the Secretary of Defense. These six members include representatives from the human rights, religious, academic, and business communities. The Board is chartered to provide the Secretary of Defense, through the Secretary of the Army, independent advice and recommendations on matters pertaining to the curriculum, instruction, physical equipment, fiscal affairs, and academic methods of the Institute; other matters relating to the Institute that the Board decides to consider; and other items that the Secretary of Defense determines appropriate. The Board reviews curriculum to determine whether it adheres to current U.S. doctrine, complies with applicable U.S. laws and regulations, and is consistent with U.S. policy goals toward Latin America and the Caribbean. The Board also determines whether the instruction appropriately emphasizes human rights, the rule of law, due process, civilian control of the military, and the role of the military in a democratic society. The Secretary of Defense may act on the Committee's advice and recommendations. Members of are not compensated by reason of service on the Board. The Board is required by statute to meet at least once a year. The next annual meeting is scheduled for November 2, 2017, at Fort Benning, Georgia.
