CSM Rounds was born in Mayersville, Mississippi, and graduated from Brookhaven High School in Brookhaven Mississippi. He enlisted in the Army as an 11C, Indirect Fire Infantryman and he completed One Station Unit Training at Fort Benning, GA March 1990.

CSM Rounds has served at the following assignments: 1-87th IN BN 10th Mountain Division, Fort Drum, NY; 3-502nd IN BN 101st Airborne Division, Fort Campbell, KY; 1-9th IN (M) 2nd Infantry Division, Korea; 2-58th IN BN, Fort Benning, GA (Drill Sergeant); 1-10h Cavalry Regiment 4th Infantry Division (M) Fort Hood, TX; Joint Readiness Training Center (ABN) Observer Controller (O/C) Fort Polk, LA; 1st Brigade Troops Battalion 3rd Infantry Division (M), Fort Stewart, GA. CSM Rounds was a First Sergeant for three companies: Delta and Alpha Company 3-69th AR; and Alpha Company 2-7th IN, 3rd Infantry Division (M), Fort Stewart, GA. He graduated from the USASMA Class 60 (Residence) Fort Bliss, TX. After graduating, he was assigned to the 3-509th Parachute Infantry Regiment as the Operations Sergeant Major, and as a Security Forces Advisor Deputy Chief for 4th BCT (ABN) 25th ID JBER, AK. CSM Rounds was then assigned as the Directorate Sergeant Major and Test Parachutist for the Airborne and Special Operations Test Directorate Fort Bragg, NC. CSM Rounds was the BN CSM for the 1-507th Parachute Infantry Regiment Fort Benning, GA. His previous assignment was with the Area Support Group-Kuwait as the BDE Operations SGM.

CSM Rounds’ awards include: Bronze Star Medal (3rd Award); Meritorious Service Medal (6th Award); Army Commendation Medal (7th Award); Army Achievement Medal (12th Award); Good Conduct Medal (9th Award); National Defense Service Medal (with Bronze Star); Iraq Campaign Medal with Campaign Star; Afghanistan Campaign Medal with Campaign Star; Korean Defense Service Medal; Global War on Terrorism Expeditionary Medal (with Bronze Star); Global War on Terrorism Service Medal; Humanitarian Service Medal; Military Outstanding Volunteer Service Medal; NCO Professional Development Ribbon (5); Army Service Ribbon; Army Overseas Service Ribbon (6); NATO Medal; Army Superior Unit Award (4); Navy Unit Commendation Award; Meritorious Unit Commendation Award; Drill Sergeant Badge; Combat Infantryman’s Badge; Expert Infantryman’s Badge; Master Parachutist’s Badge, Air Assault Badge, Ranger Tab, Order of the Spur, Centurion Wings, Thai and German Jump Wings. CSM Rounds is a recipient of the Order of Saint Maurice, and he is a member of the prestigious Sergeant Audie Murphy Club.
