Mr. Robert E. Stone was appointed as the Executive Deputy to the Commanding General, Maneuver Center of Excellence (MCOE), Fort Benning, GA in October 2024. There he serves as the Commanding General's principal advisor and senior civilian subject matter expert on Force Management and Fielded Force Integration and Requirements determination. He develops and directs the MCOE Enterprise mission to train, educate and develop soldiers and leaders, providing combat ready, lethal, values-based warfighters trained in Infantry and Armor doctrine and integration capabilities for the Nation's Army.
Mr. Stone served as the U.S. Army Operational Test Command (USAOTC) Executive Director from October 2022 to October 2024. There he oversaw USAOTC's mission of operational test planning, execution, analysis and reporting for the Army. Additionally, he was responsible for leading the development of technical instrumentation, integration of digital engineering, and assurance of technical rigor across the Command, as well as performing strategic planning, innovation development and business model process improvements. He ensured operational tests performed as part of the U.S. Army Test and Evaluation Command (ATEC) provided accurate and relevant information to inform Army and Office of the Secretary of Defense senior leaders on weapons systems safety and performance of their intended operational missions.
Mr. Stone served as the Executive Director of White Sands Missile Range (WSMR) from April 2021 to October 2022; it was there he entered the Senior Executive Service in October 2021. In this capacity, he served as Deputy to the WSMR Commanding General and Executive Director to the ATEC Deputy Commanding General for Developmental Testing (DCG-DT). He was responsible for oversight of the Army's largest test range, comprising a diverse organization of over 850 Civilians and 700 Contractors as well as an array of Joint Service partners, Special Operations Forces, and other Government organizations. In his support of the ATEC DCG-DT he led integration and synchronization efforts across ATEC's 6 Developmental Test Centers supporting key technical and qualification testing of Department of Defense (DoD) weapon systems.
Prior to his service at WSMR, Mr. Stone was selected as the Technical Director of Redstone Test Center, Redstone Arsenal, AL in September 2017. There he led the overall technical test mission of the organization for Army aircraft, small missiles and sensor systems. He was responsible for the safety and standardization programs across the Center, as well as strategic planning and business management for a fully reimbursable organization comprising 350 Civilian, 900 Contractor and 30 Soldiers.
Mr. Stone entered Federal service in May 2000 at the U.S. Army Aviation Technical Test Center (ATTC), Fort Rucker, AL where he supported and led testing of a broad range of Army manned and unmanned aviation aircraft and associated systems in both engineering and leadership roles. Prior to his Federal service, Mr. Stone was a defense contractor whose primary focus was developing all digital simulations and hardware in the loop laboratories for a variety of Army missile systems, including Ground Based Interceptor, Patriot, THAAD and Hellfire programs
