USID Card Extension of Benefit and Entitlement
In view of the DoD's limited ability to return Identification (ID) Card facilities to normal operations while continuing to comply with local pandemic safety precautions, I am extending the temporary policy guidance at the reference for Uniformed Services ID (USID) cards that expired between January 1, 2020 and July 31, 2021 only, through:
- August 31, 2021 for all Foreign Affiliates and their dependents;
- October 31, 2021 for dependents of Active Duty Uniformed Service members, and for Reserve and National Guard Uniformed Service members and their dependents; and
- January 31, 2022, for Retirees and their dependents, and all other populations.
USID cards that expired before January 1, 2020 or after July 31, 2021 have not been extended and will not be accepted.
This policy is not applicable to the Common Access Card (CAC) or dependents turning 21 years old. Unless an unmarried adult child is attending school as a full-time student with extended eligibility, approved as an incapacitated dependent, or enrolled in TRICARE Young Adult, the affiliation ends when the ID card expires and therefore is no longer eligible for continued benefits.
Tricare will allow beneficiaries to be seen by a provider and will accept claims even if the ID card is expired. Beneficiaries must provide the sponsor's full social security number and benefits number that is listed on the back of the Military ID Card to the provider. No lapse in TRICARE coverage or benefits.
Below is a full listing of the exemptions:
The minimum age for initial USID card issuance is increased from 10 to 14 years.
If a cardholder's affiliation is unchanged, USID cards which expired on or after January 1, 2020, are authorized for continued benefit use through June 30, 2021.
Termination of cardholder affiliation with the DoD or termination of benefit eligibility shall be verified electronically prior to confiscating an expired USID card with an expiration date on or after January 1, 2020.
Remote USID card renewals and reissuance shall be expanded.
Remote family member enrollment/eligibility updates are authorized.
Remote USID card initial issuance for first-time issuance or replacement of lost/stolen ID card is authorized.
All remotely-issued USID cards shall be issued with an expiration date not to exceed one year from the date of issuance.
Continued use of the Reserve USID card to obtain active duty benefits is authorized for mobilized Reservists and their eligible dependents.
The ID Card Center is located in The Soldier for Life Center, building 9230 next to the commissary. Hours of operation are from 8 a.m. to 4 p.m., Monday to Wednesday and Friday.
