Plans & Operations

Mission


Provide operations and planning coordination, support for power projection, force protection (anti-terrorism, response, emergency management and CBRNE) force integration and reporting in order to enable the and its units/activities a safe and relevant environment to work, train, prepare for combat, and project forces anywhere in the world on short notice.

Includes staff oversight for the unique CONUS Replacement Center (CRC).

Plans and Operations Branch/Installation Operations Center

  • Current Operations: Coordinates and synchronizes day to day operations while maintaining situational awareness across the entire installation and area of responsibility
  • Disaster Preparedness and Crisis Response: Provide Preemptive measures to protect health and safety, restore essential government services, and provide emergency relief to government, businesses and individuals affected by the consequences of all-hazards emergencies and acts of terrorism, both man-made and natural.
  • Installation Operations Center: The Installation Operations Center (IOC) ensures that the installation maintains 24/7 capability as required for situational awareness and Common Operating Picture of critical information and events. Plan, coordinate, resource, support, and Execute support to real world events and directed exercises and Army Force Generation(ARFORGEN) IAW commander's guidance, directives, regulations, operations orders (OPORDs) operations plans (OPLANs), contingency plans (CONPLANs) and exercise directives.
  • Planning and Exercises: Provides the technical expertise and leadership to synchronize and integrate garrison operations into support for OPORDs, OPLANs, CONPLANs. Plan, coordinate, resource, and develop support for directed exercises and ARFORGEN IAW commander's guidance, directives, regulations and OPLANs/CONPLANs
  • Compliance Programs: Plan, coordinate, resource, support, execute, report, both internal and external organization compliance programs to evaluate/assist in core functions and competencies.

Antiterrorism/Protection/Emergency Management

  • Integrate, Develop, and Maintain Installation AT Capabilities: Provides capability to conduct and develop the Installation AT Plan, program and populate the Core Vulnerability Assessment Management Program (CVAMP), review and provide AT recommendations for renovations and new facility construction, and performed the administrative tasks associated with the Antiterrorism Executive Committee (ATEC) and the Antiterrorism Working Group (ATWG).
  • Coordinate and Develop Action Sets: Disseminate Threat Information: Provides capability to develop and coordinate the local Force Protection Conditions (FPCON) and Random Antiterrorism Measures (RAM), coordinate contract compliance with AT standards, ensure proper dissemination of threat information, and participate in the Threat Working Group (TWG).
  • Conduct AT Risk Management and Assessments: Provides the ability to conduct required risk management to mitigate vulnerabilities or accept risk. It allows Installations the ability to make decisions and apply resources to protect units, facilities, and programs including: DoD personnel, family members, civilians, contractors, etc.
  • Conduct AT Training and Exercises: Provides capability for the Installation to conduct AT training and to conduct a comprehensive AT Exercise as prescribed by guidance.
  • Maintain Installation CBRNE/EM Capability: Ensures the protection of installations by coordinating & integrating all activities necessary to develop, implement, execute, & sustain the Installation’s capability to prepare for, prevent, mitigate the potential effects of, respond to, & recover from emergencies resulting from natural hazards, technological hazards, and acts of terrorism, to include CBRNE events.
  • Perform Continuous CBRNE/EM Risk Management: enables the ability to provide the Commander with Comprehensive Risk Management commendations to mitigate vulnerabilities or accept quantified risk. The assessments and resulting Risk Management recommendations provide Commanders with the ability to manage risk to protect all personnel & tenant commands, including structures and facilities.
  • Maintain Executable CBRNE/EM Plan (All-Hazards): provides for the development of deliberate & incident planning to prepare for, prevent, mitigate the potential effects of, respond to, & recover from emergencies resulting from natural hazards, technological hazards, and acts of terrorism, to include CBRNE events, in order to enhance CBRNE/EM capability. The CBRNE/EM program plan addresses identified threats/vulnerabilities to the Installation.
  • Conduct CBRNE/EM Training & Exercises: This SSP provides for the development, management, execution, & evaluation of training (installation & individual) and exercises (full scale, functional, tabletop) to support the assessment of Emergency Management Plans at the Installation level.

Force Management

  • Forces Readiness: Manages/executes the Defense Readiness Reporting System (DRRS) for Fort Benning units/organizations. Coordinates the monthly Unit Status Report (USR) for all units stationed at Fort Benning, the monthly TRAOOC Status Report (TSR) for all base units and composite reports, and the yearly Installation Status Report (ISR) infrastructure (ISR-I) for all facilities and ISR Services (ISR-S) for applicable performance measures. Ensures that units/activities have the guidance necessary to meet reporting requirements, to include submission of accurate reports.
  • Force Modernization: Manages the material fielding of Force Modernizations items to gaining units and activities supported by Fort Benning. Ensures coordination of New Material Introductory Briefings (NMIB), receipt, storage, issue, deprocessing, New Equipment Training (NET) and hand-off of end items and associated items with gaining units/organizations, support agencies on Fort Benning, TRADOC, FORSCOM, USAR, USASOC and fielding Program Managers. Maintain accountability of inventory through hand off.
  • Unit Identification Code Management: Exercise administrative/operational controls of the Installation's Unit Status and Identity Reporting System. Serves as the Unit Identification Code Information Officer (UICIO) for the Installation. Responsible for registering and keeping current data for over 700 UICs/dU1Cs, in the Army Status of Resources and Training System (ASORTS), in accordance with AR 220-20, Army Status of Resources and Training System (ASORTS)-Basic Identity Data Elements (BIDE).

Mobilization and Deployment

  • Deployment, Reception & Reintegration Planning: Develop and maintain a plan documenting resources, actions, process, procedures and preparation required to support the movement of personnel & equipment to and from theater of operations.
  • Mobilization & Demobilization Planning: Develop and maintain a plan documenting resources, processes, procedures, responsibilities and preparation required to access Reserve Component forces on to active duty in support of a level of mobilization authority and subsequent release from active duty.
  • Deployment Operations: This SSP covers deployment and deployment support (scheduling, tracking and reporting) on deploying units, individuals, and equipment including, but not limited to, movement to APOE/SPOE.
  • Coordinate Mobilization & Demobilization Life Support: Coordinates the delivery of Base Operation Services (life support services & facilities) to mobilizing or demobilizing RC Soldiers and units to include, but not limited to, billeting, transportation, food services, and quality of life.
  • Mobilization Operations: Provides those installation functions to ensure the efficient & effective execution of support functions, tracking, reporting, scheduling and certification of mobilizing units, individuals, and equipment to meet combatant command requirements.
  • Reception, Demobilization & Reintegration Operations: Provides those installation functions to ensure the efficient & effective execution of support functions, tracking, reporting and scheduling of redeploying and/or demobilizing personnel, equipment, and units.
